I found a few cases where they wouldn't let someone have general anaesthesia, but no cases where they wouldn't let someone have local anaesthesia, but I suppose it's possible. For brain surgery they pump you full of sedatives and benzos, so at least you're relatively calm for the whole thing. [NT]
